Level 3 Sex Offender Caught With Child Porn Again, Westchester DA Says

A registered Level 3 sex offender convicted of possessing child pornography and posing online as an underage female, is facing new charges after being busted with more obscene materials involving minors and failing to register email addresses.

Yonkers resident Jorge Delmoral, 32, is facing a series of new charges after he allegedly failed to register a pair of email addresses with the State of New York, which is required by the Sex Offender Registry Act following his previous conviction in 2014, which led to an investigation.

Delmoral pleaded guilty in Westchester Supreme Court on Oct. 7, 2014, to individual felony counts of promoting an obscene sexual performance by a child and use of a child in a sexual performance. In that case, Delmoral was found to be in possession of child pornography and he posed as an underage female, engaging in sexually explicit conversation with minors.

The Division of Criminal Justice Services assigned Delmoral as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He was sentenced to a term of one to three years in state prison and had to register as a sex offender upon his release from prison in March 2016.

According to Westchester District Attorney Anthony Scarpino, Jr., in the latest incident, Delmoral allegedly failed to register an older email account with the state, and proceeded to create another, which was also unregistered. It is further alleged that during the investigation into the unregistered emails, Delmoral was found to be in possession of child pornography on his computer and digital devices, including a video showing young girls engaging in sexual acts.

Scarpino noted that the investigation into Delmoral’s actions is ongoing.

Delmoral has been charged with two counts of failure to register and verify, five counts of offering a false instrument for filing and one count of possessing an obscene sexual performance by a child, all felonies. He’s been remanded into the custody of the Westchester County Jail and is due in Yonkers City Court on June 28 to answer the charges.
